As of September 1, 2007, the Texas House and Senate passed Legislation that requires all Institutions of Higher Education (defined as an institute or school district that receives funding from the state), Local Governments, and State Agencies to make all monthly utilitiy bills (Electric, Gas, and Water), available to the public in the form of an "easily navigated website".
